I put this in another reply below, but I'll ask here as well. Are separate DoTs that are applied by the same ability all reduced separately? If Teemo has Liandry's and you step on a shroom, are you taking flat damage off both the Liandry's and the R tick separately or combined? How does that work for on-hit effects as well? Is it all accumulated then reduced or is each individual component reduced on its own? Does on-hit damage get reduced at all? Or does it only affect the abilities themselves and ability applied DoT damage? Will a Heimerdinger W's non-initial rockets do any damage at all? And is the flat reduction occurring before or after percent reductions like from Adaptive Helm. Seems like they won't if it's taking 19.75 damage off the top for each rocket by just having this item and his rockets are probably doing less than that with 1 item and pre-level 10.

If you are gonna have 2 items that are both really strong against periodic effects (this and Adaptive Helm) can you guys at least give them a shared unique passive name? : We're definitely prepared to adjust if Marksmen prove to be dominant with this item, but so far we've found that if an ADC is within 500 range of 3 enemy champions they're pretty dead regardless.
I'm more worried about how dumb this is gonna be against any champion with damage over time abilities getting reduced to near nothing because of the flat damage reduction. If this works for each damage tick of damage over time spells, it's gonna be just another item (coupled with Adaptive Helm) that screws certain champions way more than others. At least give the unique passive the same name or something. Also giving that much damage reduction from all damage types that scales off AD just seems really broken. Especially against anything that needs to deal consistent damage over time or doesn't have that much damage to begin with. I can already see the Teemo vs an Adaptive Helm + Spear of Shojin bruiser being a complete nightmare.

Any plans to have different queue dodging penalties pre and post Draft phase? I'm someone who likes the idea of using dodges as an acceptable form of avoiding certain situations like being paired with someone you didn't get along with in a previous game or just not liking the lack of synergy of the intended picks. However, if you are going to dodge, it should be encouraged to do it earlier rather than waiting all the way till the last second of the draft phase. If dodge penalties were lower during during the intended pick phase, this effects of dodging get cut in half since only 1 team is affected. Not only that, but they also don't have to sit all the way through Draft phase and until the last second of the game to dodge. Similarly, this could lead to less people troll picking to force others to dodge. I think if you changed the penalties to: >**Dodge during intended pick phase:** >* 3 minute lockout for first dodge, 8 minutes for second, 15 minutes for third >* -0LP for first dodge, -3LP after that >**Dodge during draft phase:** >* 5 minute lockout for first dodge, 10 minutes for second, 25 minutes for third >* -3LP no matter what > Dodge counters would reset after playing 10 games or 48-hours has passed.
: Intended champions are not pre-picked, you're just giving your team an idea of who you're going to play. You do not actually have to select said champion.
I know that, I'm just talking about using that screen as the place where you can also change picking order before entering into draft mode.

Just as a question, does "Let us know what happened" description actually do anything now? Made sense with tribunal, but it seems now that everything is being automated, that most likely, it's just "Vent here" and doesn't actually add to the report. I usually leave it blank now.
