I think this is a great change to be honest. The Hawkshot has always been a peculiar ability for an ADC, but it was bordering useless. All I ever used it for during laning was to scout Dragons or to see if a brush was safe to ward. I actually didn't want to use it while farming because I would miss out on the gold. Now we get a lot more freedom with it, whether it's too much I haven't been able to really confirm. Afaik, the enemy should be able to see the Hawk flying through the air, and before it explodes they should be able to see where it comes from. This is pretty much one of your suggestions, although the window is pretty short. Does Riot have to nerf her E? No, I don't think so. Then again, I haven't fully tested it. If Riot has to nerf it, I would suggest getting rid of the stacks and putting E on a 30 - 45 sec cooldown.

: Ashe Update Feedback Thread
So, I scrolled down and read some of the comments. There's a lot of feedback on the passive, Q, and W. The E is rather unmentioned and I believe this is a pretty huge change for Ashe as well. I really like that E now has a global range. Previously, rank 1 E would only allow you to scout, from the middle of the bottom lane to the river brush. That's about the range. While most of the times you would want to scout out their jungle or dragon (as it was most likely intended to be used for), you just couldn't until at least level 14 - 15 ish when you started maxing out E. This is a good change, it adds to Ashe's identity as a utility carry. I do dislike the fact that the passive gold income has been taken away, but then again, it didn't really make much sense either. There's no real correlation between an ice hawk and gold, as far as I know. With a sour after-taste in my mouth, I'll just say that this is a good change as well. I am going to miss it, however.

The whole thing is that stacking is easy, but the cooldown is long. If it were the other way around, it would be a lot easier to tweak, in my opinion. Right now, you choose: Do I want the burst of attack speed now, or wait several seconds depending on how far in the game is to get the bonus damage? Because if you choose the former, you'll be sitting on an 18 second cooldown (if I recall correctly, even at rank 5). So basically, you only have the choice once per fight. It's unrewarding in any situation I can think of, unless you would need that 60% AS to deal the last hit on a target that is on the verge of escaping. My suggestion would be to simply disable the possibility to activate the Q until you have 5 stacks. I reckon it will be strong enough like this, if not too strong.
Since we're confessing our sins, I flamed in a game on live server several weeks ago. Had a bad day, and an even worse night, stress got to me and I took it out on an ADC that criticized my support play. I took it too personal, and lost the game on purpose. ごめん (I'm sorry), team players. I shouldn't have played League at that moment.

What I basically do when an enemy returns is just use the blue ping near him, drawing attention of my teammates to notify that the enemy laner is back. I do the same when an enemy passes a ward somewhere on the map, to notify that an enemy has been spotted at that location.

I just noticed I'm lecturing you about the difference between FPS and ping, and there I go confusing ping with FPS. (80 FPS, not ping. I'll edit my reply.) If you're not technical, it's ok. Ping is the time it takes for your computer to talk to the server and the server to talk back to the computer. FPS (Frames per Second) is how many pictures the game shows per second. FYI, most cartoons and anime are animated at 60 frames (pictures, drawings) per second.

You were right, and then you were wrong for reasons I already explained. You were right in the fact that people get to experience the underrated champs in a new way. That, in itself, should be encouraged, if you ask me.

The max delay Europe gets because of the ping is like 0.2s, any further delay is something on your end/your internet provider's end.
Frames per second are unrelated to internet ping, just letting you know. I play on both EUW and PBE with 80 FPS (capped), but EUW has 21 ping while PBE has 172. To OP: You could maybe try connecting to a proxyserver near the PBE server, but for that you need to know two things for which I can't help you: 1) The location of the PBE server 2) A proxy that connects to a server near the PBE server

Hmm, I wouldn't really call it testing. It might actually be detrimental to usual gameplay if you get used to low cooldowns, when in normals you won't be able to manage cooldowns properly, or your mana, or misinterpret item builds and power spikes, and so on.

Nemesis + Urf (Nurf) would be a pretty decent combination actually. It would solve the main problems that some champions are just pick or ban, like Sona and Hecarim.

I'd say everything needs to be tested at least on a larger scale than internally, hence the PBE. Last year it lead to several champions being permabanned mid way because of the lack of testing. If they had known that after a day, maybe two, there were 7 or 8(?) champions with a massive pick or ban rate, such as Nidalee, Hecarim and Sona, beforehand, maybe they could've done some balancing out beforehand.

If people would actually read other threads there wouldn't be a problem. Way I see it, people find a bug in-game, go to forum and post their bug, then close forums again and continue playing. No heed is paid on whether the bug in question has already been posted. Though, it's a biased opinion with no evidence to back it up. I'm just speculating. There is already a sticky post on how to report bugs to begin with. If people won't take the time to read that, I'm not sure if they will take their team to read this thread either. Does ignite (or any damage over time) persist through the tunnel? Can an ulting Olaf enter the tunnel? (it would test whether the tunnel counts as CC) Can you test whether you can grab Thresh's lantern during the tunnelling? Could you also test how Thresh's ult interacts with a tunnelling enemy? Does Nami's bubble pick them up from the tunnel? What about her ult? Just a few of my suggestions. My predicted results: Ignite won't persist. Olaf can enter as usual. You can't grab Thresh's lantern. Thresh's ult doesn't slow nor deals damage. Nami's bubble and ult knock them out of the tunnel. Eager to hear about the testing results, please let me know. :) If you want to test out anything on another day please add me and I'll be happy to help.

I sadly have to admit that I am one of those that won't read instructions on forums usually. The only thing Riot can do (and has done) is raise awareness of the existence of the FAQ and the useful advice thread. I don't think they need to waste their resources on programming in-game scripts to help those who refuse to read up on things beforehand. Edit: I realize I sound a little bit harsh to the people that complain about what you mention in your post, OP. It just makes me bitter that all the information they need is out there and they just can't or won't see it.

So then, if it is a community problem, what could, would or should Riot do? (This is more of a question to OP than you yourself, though feel free to answer for discussion's sake). Would granting bonus IP to champions below 40% pick rate do anything? (I'm not even sure how many champions actually fall under that category, I just pulled that number out of my arse, but you get the idea.) It wouldn't help the players who already maxed out the shop, and it might deter those who haven't from playing the champions they like, because it wouldn't be as efficient.

Let's not forget that spellcasts also proc the effect, so champions with low cooldowns such as Ryze and Karthus also get a huge benefit from it. As for when to build, I can personally see it as a midgame powerspike, maybe a third item instead of Zhonyas if your lane is going great, but lategame if you have to rush Zhonyas for teamfight. Let's not forget that this item's main purpose is utility, there are no defensive or penetration stats and there are several damage items with higher priority than this. The movement speed will help out in teamfights, with nearly 400 movespeed on average you'll be much more proficient at kiting. For this purpose, a second or third buy on Ahri seems feasible. It might be a priority item for immobile champions to just give them that edge, but then I'd also ask myself: "Wouldn't Zhonyas be a better pickup?" I'd say it's a win lane early buy item, lose lane late buy, but still, I look forward to the metashift that will most definitely occur due to this.

I agree with your suggestions regarding the E, making it clickable would be a great QoL change. I actually couldn't enter one of the portals one time and I just stood there awkwardly autopathing towards the other side of the wall and moving back. I think you have to walk straight into it for it to work. I disagree with your suggestion regarding the ult, however. Think of it like this, you can't damage them, but they can't damage you either. During laning you can use your ult on the ADC while you take out their squishy (Nami/Janna/Morgana) support, or the other way around, you ult the tanky/engage support (Leona/Braum/Thresh) and take out the enemy ADC. In Teamfights you could have the opportunity to zone out 2 or 3 people from a fight ***completely***, giving you a massive, massive edge over the fight. *Just make sure not to hit your teammates with it.. Unless they're about to die.* The ult has massive strategical usage, sure you can't kill them, but zoning them out of the fight has equal, if not more importance.

Currently experiencing the same problem as well. Champion select went fine, PvP.Net client shut down, but it took a while to load the LoL Client. After it was finally loaded, think of a timespan of 30 - 40 seconds, the client stopped responding twice. This caused me to miss the initial 4 minutes of the game.
