Brand was considered a crap pick for 3 years. Then, all of a sudden, an influx of people claiming him as "sleeper OP". CDR just makes it easier to use his 4 second window of opportunity, and I don't believe it's a reason to nerf him. Honestly the nerfs done to his E are kind of brutal considering it was mostly a wave-clear tool/don't-go-near-your-minions-tool. Honestly, I think he needs a buff.

I entirely agree, after playing a few games. i do feel like this change is a "nerf" in a way. they took too much damage away to give it to his passive "bomb" but. They way i explain it to my friends is that, on paper yes this rework does do more damage, but in order for it to do so, the situation has to be too perfect. The burn is pathetic, i get it they tried to balance his passive with deathfire touch. but that does not justify the Q,E, and R damage reduction. Live brand i dont view overpowered at all. Brand has his combos but he is easy to exploit. Miss his W, there goes a chunk of your damage, miss your Q, there goes ur stun. My suggestion is restore his damage of his skills. and the passive, bring it up to 4% then 8% on stack 2, then stack 3 stays at 8% but becomes unstable and the bomb goes off as normal. because current brand has no "3rd" stack since it blows up half way through. so 6% over 4 seconds, it stops after 2, so only 3% damage, thats lower than 2 stacks for 3%
Played him a bit more on another account. Here's how I'm feeling about him: The flat damage nerfs are alright, but the ratio nerfs are a bit harsh. As for his passive, I think having it scale by level (1% x level) wouldn't be bad. Less oppressive early game, more damage late when you need it. Take the reworked passive and put it on his E! Honestly, I think they really should have done it this way. It gives you a reason to level his E over his other abilities. So keep the damage nerf on his E, but add Brand's mid-season update passive to it. Just have it explode for [10-12-14-16-18% of heal + (.2 AP)]. Keep the flat damage nerfs on his abilities and keep the ratio nerf on his ult and E how they are. I don't know, I feel this is how they should have went about it. It also makes his E not completely useless outside of just another ability to proc his passive. The problem I have with the way he is now, though, it that I feel like I've lost out of a lot of waveclear, something Brand use to have a decent bit of. I used his E to finish off minions... and to fight Yasuos. See, in fights, I find myself killing people and/or my teammates killing people well before his passive explosion even has a chance to go off. Mostly because if they are that low, you can essentially just cast on them again because cooldowns and flat mana items. The more I play Brand, the less I'm pleased with him, though... I feel the old Brand and his kit were a but more iconic. These explosions that come out of nowhere feel less and less in line with the champion. Maybe if we updates the vfx to make it look more fiery or something...
