: In terms of the consumables it gives you, it definitely gives you a large amount of gold value in addition to a decent amount of gold which is fantastic early/mid game. However this rune falls off HARD late game and kinda renders you without a keystone, so I would say it's a fair trade off.
It depends on whether that early game advantage is too great for there to be a late game. I mean, if it's so strong that at least one player on each team (support?) must take it, it would even out that way. I definitely think it's closer to being balanced than to being overpowered. This Rune allows many supports to finally have a smaller gold gap. I would just limit the number of Elixir of Skills to drop only once. That way along with the Frost Queen path you're limited to two extra skill levels in a game, which is more than enough.

I think this rune is worth FAR too much gold when you can get the Flasks early on. In terms of biscuits/health pots/mana pots/gold stashes, it already pays off.

In this case I tried it twice with two Faerie Charms: https://imgur.com/a/GrrgI As you can see, the debt limit is -155, yet when I buy the Charm at 0g, my debt goes down to -125g. Shouldn't it be -175g?
: Ah, but you are (at -175 Gold). Try testing again using the practice tool.
That's where I tested it :) But I'll give it another shot to see if I didn't make a mistake.
