Why isnt there many people playing PBE

When i am playing PBE there is like no people at all playing and when i go to "PUBLIC CHAT" There is usually about 8-16 people joins idk if i am glitching or something or im in the wrong server region unless there is just 1 server region but if you can help please reply!
