Off-Screen Health Bar Correction on PBE

https://i.imgur.com/UY3YzF6 Left image is PBE, the right image is Live It's pretty simple. If your health bar is off your screen but a part of a turret, inhib, rift herald, dragon, or baron is on your screen the health bar now pushes itself down so that you can see it. If you have any feedback on this feature or any issues, please post here.
