Can't Buy Champions

I am unable to buy champions on the PBE, even after Riot made all the champs cost 1 BE. This error keeps popping up. " **There has been an error with your request. Please try again later. If you continue to see this error, please contact player support.** " Not sure what's causing the problem but I'm not able to test out any of the new skins because I can't purchase the champion.
